The Lens of Compliance: Photographic Evidence Now Required for EPC Audits

Important Update on Photographic Evidence

Since the introduction of Part L 2021 in England and Part L 2022 in Wales, it has been mandatory for us, as your OCDEA (SAP assessor), to receive photographic evidence to sign your As Built BREL/BRWL (SAP) compliance reports. While this requirement has been in place, its enforcement has often been loosely applied, and photographic evidence has not always been consistently provided. As part of the changes, starting from 1st February 2025 it is now a requirement for you/your client to provide photographic evidence to us, as your OCDEA, in order for us to submit it as part of our audit evidence when lodging Energy Performance Certificates (EPCs).

What Does This Mean for You?

In order for us to fulfil the audit requirements, you/your client must provide the necessary photographic evidence when requesting EPC lodgements for new homes under Part L 2021 (England) or Part L 2022 (Wales), lodged via Design SAP 10. This photographic evidence is essential for the completion of the audit process.

Important Details:

This requirement is only applicable to EPCs for new homes built under Part L 2021 (England) or Part L 2022 (Wales), lodged via Design SAP 10.

It does not apply to EPCs for conversions, EPCs generated under older versions of Part L/SAP (e.g., SAP 2012), or EPCs in Northern Ireland and Scotland.

From 1st February 2025, you must provide us with the required photographic evidence as part of your EPC request, at the latest, for our audit evidence requirements.

What if Photos Aren't Available?

If you or your clients are unable to provide the necessary photographs, please ensure that suitable documentary evidence is available to explain the alternative solution implemented and acceptance from the Building Control Body that photographs were not required.

How Should I Prepare?

For detailed guidance on what evidence is required and how it should be provided, please refer to our Guide to Photographic Evidence.

This is crucial for all EPC requests from 1st February 2025. As it is your or your client’s responsibility to provide this evidence to us, failure to do so may delay the lodging of the As Built BREL/BRWL (SAP) report and the EPC.
